Toolbar missing on mobile

Hello,

looking for some help on my theme, currently using SportPress. The theme works perfectly fine so far, except on mobile version of it.

For some reason it is not displaying the Toolbar on the main site. It does show it in the Dashboard, but not on the front end. I would like to make this Toolbar show at all times, even with logged out users.

Any help appreciated.
