Spacing problem only in Chrome - Need some help

Hi guys,

Here's a link to my site. It's in Japanese, so I guess most of you won't be able to read it, but it's a design problem that I have. http://www.dcracing.jp

I have added a background to the site and now there is a nasty gap between the main menus and the page below.

How can i fix this? It doesn't appear in IE. Haven't checked any other browsers, but the main one I use is Chrome, so it's annoying the heck out of me.

I also want to add a background to the TOP page, but can't figure that out either.
