Smartpress desktop version to fixed width

I need to be able to have the site look the same on a computer screen no matter if they resize the window or not, but can't seem to find where to turn that off? please any help would be greatly appreciated. I just want a fixed width. I've already removed the tablet and mobile css, ect. but that didn't do the trick like i'd hoped.
