Slider - editor rights to setting page of template

I want show the setting page of my theme for account with editor role, is it possible?

OK, i need get this administration site (on screenshot) visible from account with lower rights (typicaly editor, author, contributor) then my administration account.

It is hardly possible to do. To fix this you have to edit almost the whole theme.
