Mobile menu as default

Hello, is this possible to disable the menu scaling and set the mobile version of menus as default? If I add too many menus, the logo gets on the top of them and it doesn't look very pretty. So is there a way to have the mobile version of the menus as default? I am sending screenshots to let you know what I mean:

But if you make the browser window smaller it looks like this and I want it to look like this the entire time:
