Footer link redirects help

When I add this code to my footer it shows up on the footer correctly, but when I click it, it doesn't go to the right place. Instead it takes me to:

http://www.maiadev.com/gallery/%E2%80%9Chttp:/%E2%80%9Cnoworkingtitle.com%E2%80%9D

Why does it change my link to direct me there, and how do I fix this? I need it to take me to the outside link. My site is activated, and footer works fine.

Try to remove quotes of the http://www.noworkingtitle.com text.
