When I add a page, the only choice of Template I get is "Default" and Contact Form".

I am trying to create just a series of static pages with set content.

Logged in in your admin-panel and starting to create a new page, you will find on the very top of your adminpage the entry "options". Click it and check if there is a hook at "discussion".

Then scroll down to the very most end of the editorpage and you should find the place where you can check or unchek if you want comments and tracksbacks enabled or not.
